The system offered certificate programs in technical and career fields, with students completing training to demonstrate mastery of specific employability competencies. The Custom Fit program served approximately 14,000 students during 2012–13, partnering with Utah companies to upgrade incumbent employee skills with 50% or more company cash contributions. Each regional campus was accredited by the Council on Occupational Education, a national accrediting body specializing in career and technical education.
During the 2012–13 academic year, UCAT served over 35,000 students across its eight regional campuses. Approximately 25% were high school-age students attending part-time while continuing their secondary education, while 75% were adult learners seeking new employment skills or professional advancement.
Originally established as the Utah College of Applied Technology, the system was governed by an 18-member Board of Trustees appointed by the Governor and confirmed by the Utah State Senate. In 2017, the state legislature renamed it the Utah System of Technical Colleges. In 2020, it was subsumed into the Utah System of Higher Education.
