In 1987, the Saskatchewan government passed the Regional Colleges Act, which replaced the original founding legislation. In 2017, the college opened the Four Winds Learning Centre, a former church it purchased and renovated into an adult-focused, inclusive and inter-cultural learning space.
The college offers post-secondary education and trades training, academic upgrading and essential skills courses, English Language Training, continuing education, and industry and workforce development opportunities. Its vision is Changing Lives Through Learning, and its mission is creating successful learning and development opportunities to foster individual, business and community growth. Its stated values are accountable, inclusive, innovative and respectful.
The college has campuses in Humboldt, Watrous, Wynyard and Punnichy, along with classroom locations throughout the region. A mural called Empowerment Rising, painted by regional artist Kayla Hanson, was unveiled on the north exterior wall of the Humboldt campus at the close of the 2023-24 year.
